The Judicial Conference Committee on Rules of Practice and Procedure has approved for publication for public comment the following proposed amendments to existing rules and forms, as well as one new rule: Appellate Rules 6 and 39; Bankruptcy Rules 3002.1 and 8006; Bankruptcy Official Forms 410, 410C13-M1, 410C13-M1R, 410C13-N, 410C13-NR, 410C13-M2, and 410C13-M2R; and Civil Rules 16, 26, and new Rule 16.1. The public comment period is open from August 15, 2023, to February 16, 2024. PACER users and NextGen (CM/ECF) e-filers may experience intermittent service disruptions affecting both the login process and when making payments through pay.gov on Sunday, August 13, from 1:00 a.m. to 12:00 p.m. due to maintenance. Please plan accordingly.

On August 2, 2023, the Court will participate in a national systems migration affecting  CM/ECF – Train and CM/ECF – Test. These servers will be unavailable until November 1, 2023. CM/ECF – Live will not be affected and will remain operational. Please contact the Clerk’s office at (833) 758-0380, should you have any questions. We apologize for any inconvenience this may cause.

The Clerk’s Offices in both Madison and Eau Claire will be closed for all in-person filings on Friday, August 11, 2023, to enable staff to attend a district-wide training program.  CM/ECF will be fully operational and will be accepting electronic filings from registered users. Documents that must be filed in-person can be delivered to U.S. District Court located at 120 North Henry Street, Room 320, Madison, Wisconsin 53703, between the hours of 8:00 a.m. to 4:30 p.m.  Documents that would normally be filed in-person at the Eau Claire divisional office can be dropped off in the court’s drop box located on the first floor of the Eau Claire Courthouse. Procedure for Emergency Filings: For questions regarding emergency filing or to make arrangements to file an emergency document on Friday, August 11, 2023, please contact the Clerk’s Office at (833) 758-0380. We apologize for any inconvenience this may cause.

The U.S. Bankruptcy Court for the Western District of Wisconsin will be closed on Monday, July 3 - 4, 2023, in observance of Independence Day. CM/ECF will be fully operational and will be accepting electronic filings from registered users. The Court will resume normal operations on Wednesday, July 5, 2023.

The U.S. Bankruptcy Court for the Western District of Wisconsin will be closed on Monday, June 19, 2023, in observance of Juneteenth National Independence Day. CM/ECF will be fully operational and will be accepting electronic filings from registered users. The Court will resume normal operations on Tuesday, June 20, 2023.

During this time, electronic filers will not be able to electronically file documents in CM/ECF and should plan accordingly. The United States Court of Appeals for the Seventh Circuit is seeking applicants for a bankruptcy judge position for the United States Bankruptcy Court for the Southern District of Illinois in East St. Louis, Illinois. The Judiciary is in the process of modernizing its case management system. One of the first steps in the modernization plan is to replace the current version of the system known as PACER (Public Access to Court Records) with unified search functionality and other improvements aimed at making records searches easier and more intuitive and user-friendly. Unified search functionality would eliminate the need for users to search for records at individual federal courts and would also enable full-text searches and searches by judges’ names – features that PACER users have in the past said they favored. The system’s planners hope to take advantage of modern search technologies and algorithms, including “fuzzy” search logic so that misspellings and similar words are identified. In April 2023, the Judiciary published a draft solicitation to vendors as a first step in a procurement process that will support PACER modernization.
